Drawing softwares and tablets for windows?

I'm looking for a good drawing and design software for Windows, I was thinking of Photoshop but I'm not sure if you need to get different Photoshop versions for photo-manipulating and drawing.
I also need a good drawing tablet, all with decent prices, I can't spend much.
