What is the best open source drawing / designing software for beginners?

If you mean designing graphics like Photoshop, then there are 2 very good ones:

GIMP
http://www.gimp.org

and Paint.net (for Windows)
http://www.getpaint.net
There are lots of plugins for this one, so if you need extra features that are not there in the basic package then you can search for plugins and install them to get the new features.
