When I open a game on my computer, it only loads at the top of screen?
I can't explain because I'm really not a technical expert. I tried to print screen, but wouldn't let me, so I'll draw where the area is that the game loads.

everything magnifies and the tool bar move to the top and the rest of the screen goes black (like within red box), how can I stop this?
I have vista.
I kind of need a step by step guide..
Not an expert on windows 7 or Vista (It seems that it's windows 7 on your PC or Vista).Check your drivers and resolution settings.
