Does a software supplier need some sort of CAD-CAM system to ensure intended software is actually delivered ?
While they need a control system, it's not CAD-CAM. (A CAD-CAM system is for developing hardware.)
For software, a configuration control system would be used. This would include, at a minimum, a version control system for the source code which is used to track changes from one release version to the next. Using the company's software archive (sometimes also known as a repository), individual programmers would check out pieces of the source code, make the needed modifications, and, after testing, check the modified code back in. Release level software is always built from repository versions of the source code.
