What is a good paint program for shading and effects?

Inspired by Kay Fedewa's Blackblood alliance, I wanted to make my own comic. Is there a good quality paint program that will do shading and special effects? I tried paintstar but didn't really like it.

artists uses many mediums from drawing and coloring on paper, then to digital , there are painting programs and illustration programs, also comic programs to compile with, still suggest sketching ideas out on paper as storyboard then use with computer as you go,
