Best software for drawing vector force diagrams, (i.e. vector polygons as in physics)?

Can I use mathematica or matlab? if yes, provise some tutorials.

Any other programs, please suggest simple once.

Neither Mathematica nor Matlab is specialized at this task. But either can be used for that with some programming. Mathematica has a project for thousands of useful little programs ready to use: Wolfram Demonstrations Project.

And there are some that appears to be useful to you.
They can be used either through a full fledged Mathematica 7 or via the free Mathematica Player.
