Is "systems engineering" conducive to a good quality product ?

1/. Difficult work may be "contracted out" to an unsuspecting tenderer.

2/. The person who wins a contract may be "skilled" enough to manoeuvre the customer into agreeing to a variation in a contract schedule, thereby voiding the contract.

3/.The person who wins a contract may be "skilled" enough to manoeuvre the customer into asking the contractor to go ahead with something known to be unfeasible, thereby voiding the contract.

None of this is necessarily conducive to a good quality product.
