Do Lottery Offices Use Software to Choose the Winning Numbers?

People always say winning the lottery is based solely on luck and random picks, however, I find it hard to believe that a software is not used to cipher through millions of number combinations that are played by millions of people. Isn't it true that they use a software to pick the least numbers played, or the most drawn numbers to decide which numbers will be drawn?

First off, you would have to identify which lottery you are talking about. There are hundreds all over the world.

Secondly, if we take Powerball as an example, why would they do that? The scandal would be epic if this were ever proven. It would take dozens of employees all hiding this secret. They would have to con various independent witnesses who observe the ball machine.

And at the end of the day, the only real use for this conspiracy theory is to channel winnings to people they wanted to win. But who would they pick? How come there has never been some disgruntled employee come forward to blow the whistle?

Show me a genuine reason why they would ever go to this trouble and risk, and I will start to take it seriously. But realistically, since these lotteries have been around for decades, and this has never been proven, and no witness has ever come forward with proof, I am going to air on the side of disbelief.
